The Alien Tort Statute provides for litigation in which foreigners bring suite in U.S. courts against other foreigners.  In "Kiobel v Royal Dutch Petroleum," the Supreme Court ended the popular but unworkable idea that U.S. courts can be used to police behavior around the world.
